GED Classes at the Town Hall

We included the following information in our last newsletter and felt it was important to repeat it…..

Did you or someone you know not finish high school? Did you complete high school but wish to brush up on the
basics. Then the
FREE GED classes held at the Town Hall are for you! They start at 6:00 p.m. and last until 9:00
p.m. Classes prepare you for the GED test which is an equivalent to a high school diploma. Students attend until
they think they are ready to take the GED test. Come in and see the instructor who gets here early and join!

Recycling

Here at the Town Hall we have been receiving a lot of calls concerning the recycling charge of $1.50 on your
water bills. This charge is mandatory for everyone inside the Town limits. If you wish to recycle there is a recycling
bin located in the Town Hall parking lot. You may put HDPE Plastic (beverage containers only), metal, steel
and/or aluminum cans, newspapers and all inserts, green, brown, and clear glass, magazines, P.E.T. Plastics,
and corrugated cardboard.

Debris Burn Pile

The debris burn pile by the park has been closed.
Violators leaving debris there now will be cited for illegal dumping.

ONWASA Water/Sewer Payments

We continue to operate a satellite office for ONWASA at the Town Hall. Anyone in the county can use this officer
to make payments or turn on and off service concerning ONWASA.

Note: Try to avoid the times between 3:00 pm and 3:30 pm since that is the time that we are balancing out the
drawer for the day’s collections. If you have any water or sewer questions, you can call the Town Hall at 329-7081.

From the Desk of the Chief of Police
As many of you may know, the new Holly Ridge Police Department has been built on Sound Road across from
Lamb Weston Foods. It was with great foresight that the Town Council voted to move along with the new building
considering the fast growth that this area is experiencing. We would like to think that the new station will take us
far into the future and have provided for the technical infrastructure to do just that.

There have been many of you that have come by for a tour of the new building. If you are one of those that have
just driven by and are curious in any way, just stop in and say that you would like to take a tour of the facility. All
the officers are happy to show off their new home it will not be a bother to us.

Patrol routes are changing with the new annexation. You may see an officer making a route down Folkstone
Road, Tar landing or Holly Ridge Road as we drive by these new areas in Town.

We continue to see cases of identity theft coming into the station. A lot of these cases start on the internet and
everyone is cautioned to be careful of what information about themselves that they reveal. Small things such as
giving your email address usually begin a cycle of spam mail that opens you up to a lot of scams. The selling of
email addresses is big business done by sites that you may believe secure. If you do not know the sender, do not
open up the email. We will be placing a link to information concerning scams on our web site (www.
townofhollyridge.com) under the police section that may help explain the latest scams out there. In the meantime,
we would all be wise to shred our mail before we throw it out, watch what we put on the internet, and keep that
credit card within our sights at all times.

Do you have a child in the boy scouts or girl scouts that needs something signed off in their book that we can
help you with? Give us a call and we will be glad to set up a time for you to come down and give a brief
demonstration on that block of instruction and sign it off for you.

Remember that we do fingerprints for job applications when needed. The cost is $10.00 cash or check and you
should call ahead to schedule a time to come in. Don’t forget your identification.

Holly Fest Parade Route

The Holly Ridge Parks and Recreation Committee is going to be having the annual Holly Fest Parade this year. It
will be held on Saturday November, 1st, 2008. We understand that its several months away but we want to give
everyone an update and there will be more reminders as we close in on this date. The route that the parade will
take this year begins on Stump Sound Church Road and will take a right onto Sound Road. The parade will then
head west to Main Street and then turn right on Green Street. As the parade comes to a close they will travel
North on Green Street and enter into the park. We look forward to seeing everyone at the parade.

Burning Permits
The Town does issue burning permits for no charge. If you are burning within 100 feet of your residence you do
not need a burning permit. You may burn only things that grow naturally on your property. Burning permits are
valid for thirty (30) days at a time. When there is a burning ban you may not burn anything at all even with the
permit. A burning ban will cause your burning permit to be invalid.

From the Building Inspector
Mr. Herschel Brown has built another fine building and was recently awarded a Certificate of Appreciation
presented by Mayor Padgett on behalf of the Holly Ridge Town Council for the final completion of the new Holly
Ridge Police Department. The Council commended Mr. Brown for his continued support and effort that he has
always given the Town in our continued growth as we progress towards the future.

Update from ONWASA

ONWASA is working hard in the Holly Ridge Area to continually improve services. The installation of Automatic
Meter Readers (AMR) is complete. These devices will allow crews to devote more time to service, as they will
enable quicker, more accurate readings of meter.

Currently in the Town of Holly Ridge, when a leak or breakage occurs, much of the Town if affected by water
interruptions. ONWASA will be undertaking a valve replacement project, which should alleviate much of this
problem by installing new valves. These new valves will allow crews to isolate leaks and contain outages to smaller
areas, rather than such large areas being affected by water loss. ONWASA is preparing to fulfill many waterline
petitions around Onslow County, and one of those petitions will be a direct benefit to the Holly Ridge area. A new
10” water main will be installed from Route 50 toward the Pender County line to Holden Road. This will improve
fire protection in the area, including Gulfstream Inc., and a public water supply. In another project in order to
provide increased pressure to the area, ONWASA is currently looking to acquire property near Folkstone Road
for a booster station.

Holly Ridge’s wastewater treatment plant is the focus of upgrades and expansions. If you have any questions
about any of these projects, please contact our Operations Center in Jacksonville at 455-0722. You can also visit
our website at
www.onwasa.com.

A Few Words From the Town Manager

Well folks, here’s my first attempt at contributing to the Holly Ridge Newsletter. 2007 was a great year. We saw
lights get put up at the ball field, the new Police Station get started and finished, some much needed repairs on
our roads, and out Parks and Recreation department revitalized. We are also in the process of obtaining funds
for a Community Building at the park.

This was also an election year and we have a new councilman on the Town Board, Councilman Jerry Wright. Mr.
Wright and I attended the Essentials of Municipal Government class in January, where we obtained just enough
information to make us dangerous. The Essentials of Municipal Government class for newly elected officials,
although not elected, I found the class very informative as I am sure Councilman Wright did.

I hope some of you have noticed that certain areas in Town have taken on a different look. Older dilapidated
buildings are being taken down or repaired, and our streets and gutters are being cleaned up. The ditches and
side roads are also being cleaned out and are looking good. These clean-up actions are mainly due to your
Town Council looking out for the Town and your interests.

While on the subject of Town Council, keep in mind that the Council meets the second Tuesday of every month
(unless that day is a holiday) at the Holly Ridge Town Hall. These meetings are open to the public and your
attendance is welcomed and encouraged. Council meetings offer the perfect opportunity for you to meet with your
elected officials and let them know which direction you would like to see The Town of Holly Ridge proceed. If you
show up early enough, you may even get to spend some time with them on the front porch outside the Town Hall.

The employees at the Town Hall are here to assist you in any way that we can. If you have any issues,
suggestions or ideas that you would like to share with us, give us a call. We can’t always help out in every
situation, but we will do our best to at least listen to what you have to say and possible refer you to someone who
can assist you.
